Deep down in the comments section a person by the name of MRC released a patch for the 32-bit deluxe version of SimCity 2000 that fixes the crashing (he removed useless commands before loading the save/load dialog boxes). On it he provides instructions to get the game running on 64-bit windows (copy files, make registry entries).
While researching installing the game for 64-bit Windows, I came across Ramon van Belzen’s blog post on SimCity 2000 on Windows 7 (圆4).
